Indonesia has advocated for significant reforms to the United Nations Security Council, emphasizing the necessity of adapting to the challenges posed by artificial intelligence and other emerging technologies. During a recent UN debate in New York, Indonesian Foreign Minister Sugiono highlighted the rapid changes in the global security landscape driven by advancements in AI, autonomous weapons, and nuclear technologies.
Sugiono stressed that the existing structure of the Security Council, established post-World War II, is inadequate for addressing contemporary security threats without substantial reform. He called for enhanced transparency, accountability, and inclusiveness within the Council, advocating for stronger representation of developing nations and the Global South in international decision-making processes.
Additionally, Sugiono emphasized that reform efforts should aim to restore confidence in the Security Council and bolster its capacity to effectively tackle modern global challenges. This call for change aligns with concerns expressed by UN Secretary-General António Guterres, who noted that technological advancements, particularly in AI and autonomous weapons systems, are progressing more rapidly than international governance frameworks can manage, leading to new and unpredictable risks.
The increasing integration of AI in military applications has become a growing concern for governments and international organizations. In recent years, the Security Council has engaged in discussions regarding the implications of AI in warfare and the necessity for responsible regulation of such emerging technologies.
Indonesia, aspiring to return to the Security Council as a non-permanent member for the 2029–2030 term, continues to champion reforms that would enhance the body’s representativeness and effectiveness in addressing present-day challenges.
