Cambodia’s Prime Minister Hun Manet has unveiled an ambitious plan to revamp the nation’s governmental framework by trimming down three general departments and 30 departments within various ministries and state agencies. This initiative is part of a broader public administration reform program aimed at increasing efficiency and adapting to the demands of the digital age.
During the inauguration ceremony of the new headquarters for the General Department of Taxation, Hun Manet highlighted that the restructuring is designed to enhance governmental efficiency, curtail public expenditure, and better align state institutions with the rapidly advancing digital society. The reform plan comes on the heels of comprehensive reviews conducted across 16 ministries and agencies, with the intention of boosting institutional performance, refining human resource management, and optimizing the use of state resources. Hun Manet stressed that the goal is modernization rather than serving any political agenda.
Integral to this modernization drive is the establishment of specialized units within certain ministries and agencies, focused on digital systems and artificial intelligence, to propel Cambodia’s digital transformation agenda forward. Deputy Prime Minister Hun Many elaborated on the government’s strategy, emphasizing that instead of expanding, the focus is on fortifying existing structures. He pointed out that the Ministry of Public Service, along with 12 other institutions, has already streamlined several departments and offices, all while maintaining current staffing levels and increasing employee responsibilities to enhance productivity.
Despite the government’s efforts, some observers have expressed skepticism regarding the pace and tangible impact of these reforms. Critics argue that for administrative reforms to be truly effective, there should be a focus on reducing overhead at the highest echelons of government and state institutions, which would lead to more significant savings and increased efficiency.
This restructuring initiative is part of Cambodia’s larger strategy to modernize public administration, improve governance, and ensure that government operations are well-aligned with future economic and technological advancements. The efforts reflect a commitment to reforming government structures to meet the evolving needs of society while maintaining an eye on future developments.
